    • PROBLEM TO BE SOLVED: To provide a neutralization-preventive high-early-strength cement composition which enables the efficient use of a previously developed highly reactive cement having a high C3S content and an extremely low C2S content, and is suitable as a cement for a concrete or a mortar which is used under a low-temperature environment such as a cold region or an environment in which neutralization is likely to progress.SOLUTION: The neutralization-preventive high-early-strength cement composition is characterized by comprising 60 to 97 wt.% of a highly reactive cement and 3 to 40 wt.% of an inorganic admixture, wherein the highly reactive cement is produced by adding 1.5 to 4.0 wt.% of gypsum in terms of SOcontent to a highly reactive cement clinker that has a mineral composition comprising more than 70% of CS and less than 5% of CS as calculated in accordance with a Bouge's equation, an L. S. D. value of more than 1 and a free lime content of 0.5 to 7.5 wt.%, and the inorganic admixture comprises at least one material selected from a blast furnace slag, an anhydrite, a limestone micropowder and a pozzolan substance.

    • PROBLEM TO BE SOLVED: To provide a ground surface cooling structure which is constructed almost in the same manner as a conventional manner of the construction of a pavement structure by means of general interlocking blocks or the like or the construction of a road surface structure having turf planted therein, and hardly generates unevenness in the pavement structure and is excellent in cooling effect.
      SOLUTION: A water storage layer 4 having a predetermined thickness is formed on a roadbed 1. The water storage layer 4 has a water-permeable ceiling plate having a number of water-permeable pores formed thereat, and is formed by planarly arranging resin water storage members 4a which bear an upper load and secure storage spaces therein. Then a water conveying sheet 5 for penetrating and dispersing moisture from the water storage layer 4 in an in-lane direction is laid on the water storage layer 4, and blocks 7 are laid side by side on the water conveying sheet 5 via an upper sand cushion layer 6, joint sand 8 is filled in a joint between the blocks 7.
