    • PURPOSE:To reduce the crushing into particles of the catalytic part of a catalyst layer in a reaction pipe by a method wherein a catalyst layer in a reaction pipe is divided into two sections in such a manner that an upper catalyst layer part on a burner side is formed of a reforming catalyst low in catalytic activity but high in catalytic strength and a lower catalyst layer part on the reverse burner side is formed of a reforming catalyst high in catalytic activity but low in catalytic strength. CONSTITUTION:A raw gas to be reformed flowing from an inlet at the lower part of a reaction pipe 11 passes through a second catalyst layer part 22 filled with a reforming catalyst 23 high in catalytic activity but low in catalytic strength and thereafter through a first catalyst layer part 20 filled with a reforming catalyst 21 low in catalytic activity but high in catalytic strength. During this time, a combustion gas runs from a burner to below a combustion chamber 17 then into a combustion gas passage 18 and, by this combustion gas, catalyst layers 20 and 22 are heated through the reaction pipe 11, whereby the raw gas is subjected to steam reforming. At the start of heat cycle of the fuel reformer, although the heat shrinkage of the reaction pipe immediately below the burner is large, the crushing of the reforming catalyst into particles is reduced, since a catalyst 21 of the catalyst layer 20 is high in the catalytic strength.
