摘要： PROBLEM TO BE SOLVED: To use wheels of a running vehicle as an advertisement medium so as to perform advertisement. SOLUTION: A bearing 14 is provided as a means which is provided on the outside of a wheel 1 and prevents transmission of rotation of the wheel. An outer ring of this bearing 14 is connected to an axle 1 through a bearing case 15 and an adapter 12, and an inner ring thereof is connected to an advertisement plate 16 provided with a weight 16A through a non-revolving shaft 18. When the centroid of the advertisement plate 16 is deviated from the center of the revolving shaft in one direction, the centroid side of the advertisement plate 16 is put below the center of rotation, and the advertisement plate 16 is kept in the stationary state to display an advertisement function even during rotation of the wheel 1 of the running vehicle because of a very low rolling frictional resistance of the bearing 14.
