    • PROBLEM TO BE SOLVED: To provide a winch device improved in safety by applying an electric brake to a motor to prevent an abrupt fall of a towed object when a mechanical lock mechanism is broken. SOLUTION: In a state that the motor is stopped, the lock mechanism is in a locking state (Step S1). When the lock mechanism is in the locking state, a control part detects whether the motor is rotated or not. When the lock mechanism is broken, for example, a wheelchair is stopped on the way of a slope, the wheelchair is moved down with its dead weight to force a belt to be drawn out of a drum. By the rotation of the drum, pulses are outputted from a rotation sensor to detect the rotation of the motor.     • PROBLEM TO BE SOLVED: To provide a winch device capable of smoothly starting the pull-down of a wheelchair from the inside of a vehicle while quickly and smoothly setting a locking mechanism into an unlocked condition without causing unbalance and turn-over in the forward direction. SOLUTION: When pulling down the wheelchair, a control part drives a motor to be rotated in a belt winding direction and at the same time drives a backward movement preventing solenoid to be on (Step S1). The control part calculates the rotation amount of a drum after a preset time passes (Step S2), to stop the motor (Step S5) when the rotation amount of the drum is not smaller than a predetermined amount (Step S3) and then to rotate the motor in a belt unwinding direction (Step S6). The control part increases the rotating speed of the motor (Step S4) when the rotation amount of the drum is smaller than the predetermined amount, calculates the rotation amount of the drum after a preset time passes, and repeats the increase until the rotation amount of the drum is not smaller than the predetermined amount.
