    • PROBLEM TO BE SOLVED: To prevent a heat streak by continuously measuring a cold rolling plate thickness on the mill inlet side, detecting the start of an abnormal plate thickness section whose deviation to a set value deviates from an allowable range, decreasing a rolling speed, and detecting the completion of the section to restore the rolling speed. SOLUTION: At the time when a thick plate section 1A whose plate thickness deviation on the first stand inlet side, which is continuously measured by a plate thickness meter in the longitudinal direction of the strip metal 2, exceeds an upper limit value αH, is detected before the thick plate section 1A is bit by a mill, the rolling speed is decreased from a normal set value β to a set value γH corresponding to the thick plate section 1A, and rolling is performed. The heat streak caused by a high reduction of area in the first stand, can be prevented. When the plate thickness deviation on the first stand inlet side exceeds a lower limit value αs, the rolling speed is decreased from the set value β to γs corresponding to a thin plate section 1R and the rolling is performed. An oil film quantity in roll bite is decreased, a frictional force becomes high, and a slip in the thin plate section 1B can be prevented.

    • PROBLEM TO BE SOLVED: To avoid scratching on the surface of a steel sheet at the time of annealing and coiling/uncoiling of coil between processes and to sufficiently execute shape correction by executing dull-rolling with dull rolls in place of bright-rolling in the final pass of cold rolling and, next, executing temper rolling by wet-rolling at a specified elongation percentage. SOLUTION: The rising of the surface roughness of the steel sheet caused in the final pass of cold rolling of the sheet having carbon content of 0.2-1.3wt.% by dull-rolling is satisfactorily reduced by bright-temper rolling of a succeeding process at the elongation percentage of >=1.0 and the surface roughness of products equal to conventional products is secured. And, annealing is executed provided that the hardness of the base material after annealing is lowered by the rising amount of hardness by temper rolling. That is, by executing annealing provided that softening is sufficiently executed and lowering the hardness before temper rolling by the rising amount of hardness, required product hardness is attained. As the method for sufficiently executing softening at the time of annealing, annealing time is prolonged or annealing temp. is elevated.
