Since refuse incineration fly ash is diluted with coal ash and melted, generation of salts, e.g. NaCl or KCl, or Pb, Zn, and the like, can be suppressed.

Furthermore, an alkali chloride and/or an alkaline earth chloride in an amount of mol equivalents of chlorine or more based on the content of heavy metals contained in the dehydrated sludge or incinerated ash of the sludge when all the heavy metals are converted into chlorides are added and mixed with the dehydrated sludge or incinerated ash of the sludge. The resultant mixture is then melted and cooled in the presence of oxygen at >=1,350 deg.C temperature.

SOLUTION: This top type firing furnace for firing raw ores, such as limestone and dolomite, has a hearth 5 for receiving the raw ores to be fired which is formed at the upper peripheral edge of a rotating furnace casing 1, a furnace cap 2 which is installed at the upper part of the furnace casing and is mounted with a burner 3 in its approximately central part and a diffuser 9 which is installed at approximately the center of the furnace chamber 8 in the furnace casing and circulates combustion gas within the furnace chamber. In such a case the furnace is provided with a waste plastic blow port 15 at the furnace cap. The firing method consists in blowing the waste plastics of an average grain size below 30 mm into the furnace from the waste plastic blow port while maintaining the temp. of the combustion space >=600 deg.C.
