    • PROBLEM TO BE SOLVED: To provide a resin composition which can form a coated film, on a plastic substrate, excellent in coated film performance such as adherability and resistance to staining by cosmetic, and has excellent storage stability even not containing an aromatic organic solvent; its production method; a coating composition containing the resin composition; and a laminate obtained by using the coating composition.
      SOLUTION: The method for producing the resin composition includes a process 1 for polymerizing a monomer (B) having two or more polymerizable unsaturated double bonds by using a radical polymerization initiator (C1) in an organic solvent in which a chlorinated polyolefin (A) and the monomer (B) are dissolved; and a process 2 for adding another monomer (D) and a radical polymerization initiator (C2) to the solution obtained in the process 1, and polymerizing the other monomer (D).

      SOLUTION: The coating agent is produced by dissolving or dispersing a propylene-1-butene random copolymer in an organic solvent.     • PROBLEM TO BE SOLVED: To provide a metal surface-treating agent which has good hydrophilic, anticorrosive and water-resistant properties, does not generate an unpleasant odor, can suitably be used for heat exchanger fins, and is used for forming hydrophilic coating films.
      SOLUTION: This metal surface-treating agent is characterized by comprising a polymer prepared by graft-polymerizing vinyl pyrrolidone on polyvinyl alcohol. It is preferable to further contain a cross-linking agent. It is preferable to contain a polymer having a K value of 12 to 150 and prepared by graft-polymerizing vinyl pyrrolidone on polyvinyl alcohol having a polymerization degree of 100 to 4,000 and a saponification degree of 70 to 100 mol%. The polymer is obtained by adding the vinyl pyrrolidone to a polyvinyl alcohol solution and graft-polymerizing in the presence of hydrogen peroxide, an organic peroxide or an azo compound as a polymerization initiator.
