According to this method, big cold heat is given to the opening and heat transfer efficiency is improved whereby water in the opening is frozen quickly at the time of freezing spray water in the fence 12. Accordingly, a gap, made at the opening, is blockaded whereby water leakage from the gap can be stopped in a short time.
