The signal system of information of results of the tariff processing from the tariff processing part 3 is converted to the signal system of the communication network 5 and the terminal equipment part 4, and the communication control part 2 is provided with the attribute table where the attributes of the terminal equipment part 4 are stored, and the start, continuation, and termination of communication are discriminated and controlled by the discriminating part in the communication control part 2 based on the information of results of the tariff processing from the tariff processing part and information in the attribute table.

    • PROBLEM TO BE SOLVED: To make a card user able to immediately discriminate whether or not an IC card is already released and started to be used without using a dedicated device by cutting off or peeling and separating an inoperative circuit element together with a card piece or a normal stuck object or the like at the time of first use. SOLUTION: The card function stoppage means 13 of this IC card 1 stops the internal electronic circuit function of the IC card 1 by being connected to a card reader- writer 21 inside a service providing device 2 and a signal transmission/reception means 11 for receiving signals. A connection release means 14 releases the connection of the signal transmission/reception means 11 and the card function stoppage means 13 so as not to be restored and makes re-connection impossible. Then, a release display means 15 displays whether or not the connection is released, that is whether or not the danger of being used is present, immediately discriminatably to the user. That is, when the connection of the signal transmission/reception means 11 and the card function stoppage means 12 for making an internal electronic circuit inoperative is released once so as not to be restored in the connection release means 14, the connection can not be performed again.
