摘要： PURPOSE:To prevent the falsifying of data by writing the program to read or process the written data into the same address as the writing program after the data writing program to a non-volatile memory is written to the non-volatile memory. CONSTITUTION:An issuer loads down the writing program for card issuance from an IC card machine to an IC card 10 towards a memory space 15 for a download program of a non-volatile memory 3. The issuer activates the writing program loaded down to a space 15 and stores the data for an issuer to a data storing memory space 16 of the memory 3. After the issuing data are normally written into a space 16, the issuer substitutes and loads down the program to read or process the written data to the space 15 to store the writing program. At this time, the writing program loaded down by the issuer is vanished by the substitution and the security for the rewriting of the written data can be improved.

That is, when the connection of the signal transmission/reception means 11 and the card function stoppage means 12 for making an internal electronic circuit inoperative is released once so as not to be restored in the connection release means 14, the connection can not be performed again.

CONSTITUTION: At least two kinds of voltage, i.e., a voltage for turning a junction diode 1 on sufficiently and a voltage for turning the junction diode 1 off sufficiently, are applied to predetermined terminals of an objective IC card and the I-V characteristics are determined roughly by measuring the resistance. CONSTITUTION:By using volatile RAMs 1-16 and 2-17 which are more inexpensive than an EEPROM 15 and a back-up battery 18 for storing the down-loaded program and making a RAM capacity larger than the EEPROM capacity, the new service control program larger than the old service control program in size is down-loaded. Also, since the old service control program can be left in the EEPROM 15 when down-loaded data are not normally stored in the RAM, a situation where service can not be provided at all is evaded.
