    • PROBLEM TO BE SOLVED: To prevent a three-phase trip that can be caused by a short-circuit distance relay if source phases fail simultaneously or with a time difference at the closest front end and the closest rear end of a relay installation point, i.e., a progressing accident occurs, even when the internal failure is a single- phase failure. SOLUTION: The direction comparing distance relay apparatus is provided with a direction distance relay that determines, when a failure occurs in a system being protected, if the failure is ahead or behind using the transformer installation point as the reference, and a short-circuit distance relay that calculates the measured distance from the current and voltage and determines if the failure occurs within the scope to be protected; it is further provided with a progressing accident detection apparatus that determines the occurrence of a progressing accident when a ground fault direction element ahead operates by one phase and a direction element behind operates by one or more phases. The operation of this progressing accident detection apparatus prevents tripping on its own breaker-terminal breaker based on the short-circuit distance relay while at the same time prevents transmission of a trip permitting signal to the other end.     • PROBLEM TO BE SOLVED: To provide a power swing detecting device for an electric power system capable of surely detecting the power swing generated among a group of power generators at both sides of a connection line of the electric power systems regardless of a specific phase angle difference. SOLUTION: This power swing detecting device 6 for the electric power system comprises an analogue/digital converter 7 for taking the voltage V and the electric current I of an electric feed line 3 of the electric power system 1a, an average value calculating means 96 for calculating average values of the voltage and the electric current in a predetermined zone to a judgment time on the basis of the voltage and the current, a maximum and minimum values determining and storing means for determining and storing a maximum value and a minimum value of the average values of the voltage and the current, a phase angle difference operating means 98 for calculating the phase angle difference on the basis of the voltage and the current, and a power swing determining means 101 for judging the power swing when the average value of the measured voltage is within a constant range on the minimum value of the stored average value of the measured voltage, and within a constant range on the maximum value of the stored average value of the electric current, in a case when it is judged that the phase angle difference is over 90 degrees.
