      SOLUTION: The through-hole 19 whose axial center is faced in the left/right direction is formed in an inward side wall of an upper-part first horizontal member 7 composed of a pipe material with rectangular cross section, a female screw cylinder 20 is attached to the circumferential edge of the through-hole 19, and a bolt 26 is threadedly fitted in the female screw cylinder 20 through a through-hole 34 formed in a projecting piece 30b of a vertical member 30 and having its axial center facing in the left-right direction. The female screw cylinder 20 is provided with a cylindrical body 23 having a deformable portion on an entrance side which has a cylindrical shape before deformed, and a flange 21 provided at the entrance side end of the cylindrical body 23. After the cylindrical body 23 of the female screw cylinder 20 before deformed is fitted in the through-hole 19, the deformable portion projecting to the interior of the upper-part first horizontal member 7 is deformed using a predetermined tool to be formed into a deformed flange 22, and the circumferential edge of the through-hole 19 is clamped between the deformed flange 22 and the flange 21.

An interrupt groove 17 is provided in the longitudinal direction at the free ends of the hoop materials 13, a female screw 18 is fitted to the interrupt grooves 17, the throttle member 16 integral with the female screw 18 is fitted to the free ends of the hoop materials 13, and a male screw 20 integral with a knob 19 is engaged with the female screw 18.

The first elastic member 30 is made of an elastically deformable substance so that the outer peripheral face comes into contact with the inner peripheral face of the internal cylinder member 10 or is separated from the inner peripheral face of the internal cylinder member 10. The second elastic member 30 is fixed to the external cylinder member 20 and made of an elastically deformable substance. The interval cylinder member 50 is arranged so as to regulate the interval between the first/second elastic members 30, 40. The fixing device is so constituted that the outer peripheral face of the first elastic member 30 is separated from the inner peripheral face of the internal cylinder member 10 by pressing the second elastic member 40, and the second elastic member 40 is elastically deformed by the elastic deformation of the first elastic member 30.
