    • PROBLEM TO BE SOLVED: To perform a stand-alone adjustment in a simple constitution by generating a light whose characteristic is equal to the light-emitting characteristic of postage stamps by controlling the light-emitting operation of a light generation means. SOLUTION: The apparatus is provided with a light-shielding unit 11 for adjustment, whose shape is identical to that of a light-shielding unit. A lamp 12a for fluorescence emission detection is arranged in a fluorescence detection position P1 inside the unit 11, a lamp 12b for phosphorescence emission detection is arranged in a phosphorescence detection position P2 , and a lamp control unit 13 which controls them is installed. The unit 13 is provided with a controller 16 as a control means which controls an oscillator 14 and a lamp power supply 14. The controller 16 controls the kind of a light-emitting color, the light-emitting intensity and the like of the lamps 12a, 12b. Light whose characteristic is equal to the light-emitting characteristic of postage stamps, e.g. a postage meter seal print, containing a fluorescence emission component is generated from the lamp 12a, and light whose characteristic is equal to the light- emitting characteristic of postage stamps, e.g. a postage stamps, containing a phosphorescence emission component is generated from the lamp 12b.

    • PURPOSE:To provide the subject device capable of rapidly and easy knowing what reading part abnormality is generated and capable of preventing the lowering of processing capacity. CONSTITUTION:An operational processing part 35 calculates the reading rate of a reading part 24. A comparator 37 compares the calculated reading rate with a predetermined value and, when the reading rate is smaller than the predetermined value, a control part 38 operates an abnormality information device 7 and, when the reading rate is larger than the predetermined value, mail P is sent to a reading part 25 as it is. The operational processing part 35 outputs a data absence signal when no reading output is obtained from the reading part 24 and the control part 38 operates a reversal part 26 on the basis of said signal to reverse the mail P up and down. The data on the mail P is again read in the reading part 25 and the reading rate thereof is calculated in an operational processing part 36. The comparator 37 compares both calculated reading rates and, when the reading rate of the reading part 25 is smaller than that of the reading part 24, the control part 38 operates the abnormality information device 7 and, when the former is larger than the latter, reading is continued.
