摘要： PROBLEM TO BE SOLVED: To provide an image decoder having enhanced optimality in order for encoding of a super-high-definition video signal, and a method for image decoding.SOLUTION: The image decoder comprises: a decoding unit which determines whether or not a first motion prediction mode is a skip mode, and which, when the first motion prediction mode is not a skip mode and the size of a reference block is larger than a threshold, decodes a second motion prediction mode for each second motion prediction unit block obtained by dividing the reference block hierarchically, and then determines whether or not the second motion prediction mode is a skip mode; a prediction unit for generating a prediction image depending on whether the first motion prediction mode and the second motion prediction mode are a skip mode; and an addition unit for adding a prediction error signal which is set to zero and the prediction image when the first motion prediction mode or the second motion prediction mode is a skip mode.

The prediction section 4 adaptively determines the size of a motion prediction unit block in accordance with a color component signal, divides the motion prediction unit blocks into motion vector allocation regions and searches a motion vector. When allocating a motion vector to the overall motion prediction unit block, in the case where the motion vector is equal to a prediction vector and a prediction error signal 5 is not present, the variable length encoding section 8 performs encoding in a mc_skip mode.
