    • PROBLEM TO BE SOLVED: To operate governing valves with an area causing little vibration and noises in response to required steam flow amount in a steam turbine having plural governing valves by controlling numbers and flow amounts of the valves to be operated according to flow amount commands. SOLUTION: An MPU 102 executes total control based on command of a host computer 700. It provides a governing valve controlling processor MPU 704 with flow amount distribution of each governing valve 300, and also provides a boiler 100 with a command value of generated steam amount from a starting pattern 706 and a constant operation pattern 708. The MPU 704 computes a steam flow amount of the governing valve, and gives opening commands to the governing valves 300. During normal operation, an opening setting signal of the governing valves 300 is outputted based on the deviation between power generation output 720 and load requirement from the constant operation pattern 708. The governing valves 300 are controlled so as to be operated with openings causing little vibration and noises in response to the flow amount command from the host computer 700.

    • PURPOSE:To prevent sudden closing of an intercept valve during normal operation by providing a restricting means on changing rate of an intercept valve opening signal and a releasing means from restriction on the changing rate of the intercept valve opening signal to a means to control opening of the intercept valve. CONSTITUTION:A malfunction preventing circuit 50 is interposed in a controlled system which provides a final load signal that is output from a load distributing part 38 of a turbine controlling device to an intercept valve. The malfunction preventing circuit 50 is equipped with a restricting circuit 504 on changing rate, which restricts such a large signal that a dash pot of an intercept valve mechanism acts when the large signal is input during normal operation. And the malfunction preventing circuit 50 is also equipped with a releasing circuit from restriction on changing rate, which is composed of a one-shot circuit 503 which is connected to the restricting circuit 504, an OR circuit 502, a turbine acceleration detecting circuit 501, a subtracter 505, an absolute value circuit 506 and comparator 507. Thereby sudden closing of the intercept valve during normal operation is prevented, while sudden closing at the time of load shutdown is made possible.

    • PURPOSE:To ensure continuity to the stable operation of a turbine in a later stage by interrupting the re-operation of an intercept valve quick close device in a turbine speed control range until an intercept valve becomes again wide open after closing quickly. CONSTITUTION:When a turbine speed sharply increases immediately after the interruption of a load and the number of turbine revolutions exceeds the predetermined value, an intercept valve quick close circuit 24 judges that a turbine is giving an overspeed. According to the result of the judgement, the first FF circuit 24B of a quick close interruption means 27 generates a quick close signal and an intercept valve 7 closes quickly via an intercept valve quick close means 25. Concurrently therewith, the second FF circuit 24F is set and output from the second reversal circuit 24G turns into L, thereby closing an AND gate 24E. Thereafter, when a turbine speed drops to the predetermined value, the intercept valve 7 begins to open again. In this case, even if the turbine is judged to be overspeeding, the first FF circuit 24B does not change a mode and a quick close signal is not outputted.
