    • PROBLEM TO BE SOLVED: To provide a dispersant capable of easily dispersing an insoluble material into a liquid material in a liquid medium and to provide a cement admixture which can enhance the dispersibility of an inorganic material into an aqueous medium, can be used as a pigment dispersant and a cement dispersant and, in particular contributes to the reduction of water and higher fluidity of a cement composition.
      SOLUTION: A structural group (a) originating from vinyl ether, a carboxy-structural group (b) and a nitrogen containing structural group (c) are essential for the dispersant. A polymer (A) having these structural groups at a predetermined ratio enhances the dispersibility of the inorganic material into the aqueous medium, and in particular when applying to the cement composition, enables water saving and is excellent in effect on enhancing the fluidity.
