    • PROBLEM TO BE SOLVED: To prevent data from being discarded at an output port even in the case that traffic is concentrated on a specific port of a specific node and large data signals continuously flow in with respect to one output port speed in a network wherein a plurality of nodes are connected to a ring-shaped communication line.
      SOLUTION: A rate measuring section 118 measures inflow excess rate information of output buffers 112 wherein output data is temporarily stored on the tributary side, per port and broadcasts the inflow excess rate information to other nodes. When receiving inflow excess rate information from another node, a band control section 119 sets a transfer rate of output data to ports of this another node on the basis of the received inflow excess rate information. Band control of data to be transmitted is performed while confirming inflow excess rates of output buffers 112, whereby a traffic volume to be discarded can be reduced.
