    • PROBLEM TO BE SOLVED: To provide a dynamic image decoding apparatus having actualized reduction of load required for digital process of the dynamic image under the condition that deterioration in image quality is suppressed in the side of receiving and decoding the dynamic image.
      SOLUTION: A video decoder application program 300 for reproducing a dynamic image stream encoded with the compression-encoding method by the system conforming to the specification MPEG-2 checks, in unit of slice, the number of skip macro-blocks in the B frame as the non-reference frame to determine whether it is equal to or larger than the predetermined number. When it is detected that the number of skip macro-blocks is equal to or larger than the predetermined number, reduction of load can be actualized by setting all macro-blocks other than the starting and ending macro-blocks within the slice to the skip macro-block.
