The control part 18 displays a result calculated based on the background block diagram and the hazard information on the screen of a display device 15. By employing such constitution, it is possible to observe the hazard information and fault information by relating them to each other on the same screen and to easily perform work to check relation between the cause of occurrence of a fault and the hazard by an operator.

SOLUTION: An agent moves to a network device 101a at a start point, and repeats processing of generating its own copy at each output and of moving to a succeeding network device for each movement. Each agent becomes extinct when the idle transmission capacity of a network device at a moving destination is higher than the idle transmission capacity obtained as to paths traced up to now. When the idle transmission capacity obtained as to paths is higher, the idle transmission capacity is stored in the network device. The agent reaching a network device 102 at the end point reports the paths traced up to now and the idle transmission capacity obtained by each path to a network management system.
