A QoS guarantee path setting part 17 performs QoS guarantee setting and flow identifier application setting on the respective network devices 20 on the retrieved route.

When the accommodation is available, a relay request is sent to a downstream node SLT-2 of the path and the end point terminal station SLT-2 receiving the relay request returns the available accommodation to the start point terminal station SLT-1 to attain accommodation to the network.
