      SOLUTION: This hole drilling device 10 has a rock drill 11, a guide cell 12 for mounting and sliding this rock drill 11, a slide centralizer 15 having a gripping member 16 installed in the guide cell 12 via an installation arm 17 and gripping the long-sized steel pipe 21 and a hydraulic cylinder 18 for expanding a distance between the gripping member 16 and the guide cell 12, and a lifting means 13 installed on a base 14 and lifting the guide cell 12. After inserting the steel pipe 21 into a guide pipe driven in the natural ground in front of a cutting face, the guide cell 12 is lifted by the lifting means 13. A distance between the gripping member 16 and the guide cell 12 is reduced by operating the hydraulic cylinder 18, and a connecting part of a hole drilling rod 30 is connected to the rock drill 11, and the steel pipe 21 is jacked in the natural ground.
