    • PROBLEM TO BE SOLVED: To obtain a power system protection and control device wherein it is unnecessary to calculate the mean value of the quantity of power again even after an input of quantity of power is interrupted and then restored. SOLUTION: The power system protection and control device comprises memory that sequentially converts analog quantities of power within a measuring period from the output side of a power cable into digital quantities of power and stores the results of conversion; an anomaly detector 15 that, when the input of digital quantities of power to the memory is interrupted and then restored, outputs a read-out command; a mean quantity of power calculating portion 5 that calculates the mean value for each measuring period based on the quantities of power stored in the memory; a data storing portion 8 that is capable of periodically storing the output of the mean quantity of power calculating portion 5 and, when a read-out command is outputted from the anomaly detector 15, reading out the next previous mean value of quantity of power and inputting it as the initial value of the mean quantity calculating portion 5; and an overload judging portion 6 that, when the mean value of quantity determined at the mean quantity of electricity calculating portion 5 exceeds a set point, judges that an object to be protected or controlled is under overload.

    • PROBLEM TO BE SOLVED: To easily further quickly and surely perform confirmation of a transmission part and an arithmetic part in a protection control device and a data delivery test between the protection control device and a data receiving device. SOLUTION: A protection control device 1 fetches an input data 2 of voltage information, current information, equipment information, etc., in an electric power system from an input part 3, and performs conversion calculation or the like from the input data 2 to a transmission data 6 in an arithmetic part 4. In the case of switching a changeover switch 8 to a side of the arithmetic part 4, its result is transmitted to a data receiving device 12 from a transmission part 5. In the case that the changeover switch 8 remains switched to the side of a simulation data 7, the simulation data 7 built in the protection control device 1 is input to the transmission part 5 to be transmitted therefrom to the data receiving device 12. In this way, even in the case that the input data 2 can not be fetched by the protection control device 1, a fixed value can be transmitted as a data to the data receiving device 12 from the transmission part 5.

    • PURPOSE:To provide a power disturbance detection relay which does not operate at the time of a failure in a power system but operates at the time of a system disturbance. CONSTITUTION:A power flow variation detecting unit 12 and a power continuation deciding unit 13 are provided. The power flow detecting unit 12 compares the present power flow value of a power system with the power flow value a first designated time, longer than the current continuation time at the time of a failure in a power system, before. If the difference exceeds a designated value, the power flow detecting unit 12 generates a detection output. If the output of the power flow detecting unit 12 continues for a time longer than a second designated time which is longer than the failure current continuation time at the time of the failure in the power system and shorter than a half of a power disturbance period, the power continuation deciding unit 13 generates a relay output.

    • PURPOSE:To stabilize a power system after a generator is cut off by selecting such a generator as to gain the stabilized state easily because an end-to-end phase difference between a main system and a group of generators after the generator is cut off becomes smaller than the one before the generator is cut off or other reasons when one group of generators becomes unstable due to an accident on a transmission line in the power system and therefore either of the generators should be cut off. CONSTITUTION:When selecting a generator (1G-3G) to be cut off, such a generator is selected (15) that an end-to-end phase difference between a main system 2 and a group of the generators 1G-3G after the generator is cut off becomes smaller than the one before the generator is cut off and thereby the system can gain a stable state easily. In this system, devices 16, 17, 18 for selecting the above mentioned generator and cutting it off are provided.
