The manufacturing method includes: a stirring circulation process of circulating the coating liquid while stirring it with a mill dispersing machine; and a dip coating process of coating the base body by dipping the base body in the coating liquid obtained in the stirring circulation process, wherein the gross value of the coating liquid at 20°C is kept to be 90% or more of initial gross value at 20°C.
