SOLUTION: Slaking water prepared by mixing a small amount of a surfactant with water used for slaking quick lime is used to produce a fine powdery slaked lime. As a result, the fine powdery slaked lime having high dispersibility can be produced without using a pulverizer or a classifier. A fatty acid salt, a sulfate, a sulfonate, a polyhydric alcohol type surfactant or a polyethylene glycol type surfactant is used as the surfactant to be added thereto. The surfactant is added in an amount of only 0.1-5.0wt.% based on the quick lime to the water. When the amount of the added surfactant is increased, the grain diameter of the slaked lime becomes fine according to the amount of the increased surfactant. Properties of the slaked lime may be any ones. The fine powdery slaked lime has high reactivity and further high performances as a flue gas treating agent, a water treating agent, etc.
