If the car exceeds a setting limitation speed, a cam latch mechanism 54 operates the emergency stop mechanism. A drive pulley 15 is mounted to an end of a rotation shaft 14b of a roller 11e of the governor through a one-way clutch 16. Only when the car is ascended, motive power is transmitted from the rotation shaft to the drive pulley. A drive connection switching mechanism 4 for transmitting drive force only for a predetermined time after operation of the emergency stop is connected to a cam 24 of the cam latch mechanism.

The roller 14 is heated by being rotated by coming into contact with a heat roller 15 driven by a driving source. Thus the creased paper money is carried and heated along the roller 14.
