SOLUTION: An evaluation value indicating a matching rate between two blocks corresponding to motion vectors of two frame and an activity indicating the amount of special features regarding complexity of an image are calculated. The calculated evaluation value is divided by the activity. When the divided value (gradient) is smaller than the gradient (equal to 1) of a line 203 and the value of the activity is larger than the value of a threshold THa, the value subtracting the divided value from 1 is set to be the degree of accuracy of the motion vector. When the value of the activity is smaller than the value of the threshold THa and the value subtracting the divided value from 1 is negative, the degree of accuracy of the motion vector is set to be zero.
