By using the removed steel plate 3 being usually disposed, amount of waste material can be reduced, affecting the environment greatly. The removed steel plate 3 is divided into a plurality of sections, which are attached to the upper, lower, right, and left sections or the like around the through hole 2 to prevent yield strength of the steel beam 1 from being reduced by supplementing the cross sectional defect and maintain the yield strength necessary for the steel beam 1 without requiring extra material and cost.
