摘要： PROBLEM TO BE SOLVED: To provide the data in a short response time by receiving a get resource message and then updating and recording the processing use frequency when a requested band is secured. SOLUTION: The message interface part of a file manager 2 identifies the messages which are transferred among server units 3 via a switching device 1 and then instructs the processing to the function contained in the manager 2. A resource management part manages the capacity and the use frequency of the read band of a storage and the input/output band of the device 1 in a file system. That is, the resource management part receives a get resource message that previously requests the security of a necessary band when the data are read or written and decides whether the band requested by the get resource message can be secured based on the maximum value and the use frequency of the processing capability when the get resource message is received. If the requested band is secured, the use frequency of the band is updated and recorded.

PES is constituted for respective pieces of data and a PES packet is converted into TS(transport stream). A time information analysis processing part 130 calculates the NTP values of the head positions of the I frame and the packet except for the I frame, A management information generation part 140 generates a management table for managing time information of a stream such as the NTP value. An input processing part outputs the outputs of the form at conversion part 120 and the management information generation part 140 to an external device.
