      SOLUTION: This device includes an apparatus storage means 14 for classifying a flow rate determined by a flow rate operation means 10 and storing it to a flow rate storage means 11, detecting a temperature by a temperature operation means 13, and storing beforehand held apparatus flow rate information; an apparatus estimation means 15 for estimating a used gas apparatus from apparatus registration data and a correction value obtained by correcting a stored flow rate data pattern group by a determined temperature; and an abnormality determination means 18 for determining existence of an abnormality of a used apparatus from a registered apparatus estimated by the apparatus estimation means 15 and a shut-off setting value of each apparatus by an apparatus monitoring value setting means 17.
