    • PROBLEM TO BE SOLVED: To provide a surface treating agent which can improve corrosion resistance of an organic coating steel material under a severe environment, and to provide the organic coating steel material which is manufactured by being treated with the surface treating agent.SOLUTION: The surface treating agent includes, as basic components: silica, aluminum phosphate, titanium peroxide, organic phosphoric acid compound, and carbonic acid zirconyl ammonium, which are dissolved or dispersed in water. The proportion of each basic component, based on the total 100 pt.mass of the basic components, is such that the silica has 40-50 pt.mass, the aluminum phosphate has 10-30 pt.mass, the titanium peroxide has 10-20 pt.mass, the organic phosphoric acid compound has 12-24 pt.mass, and the carbonic acid zirconyl ammonium has 2-20 pt.mass. Moreover, the epoxy-based or mercapto-based silane coupling agent is obtained in an amount of 5-40 pt.mass based on the total 100 pt.mass of the basic components.

SOLUTION: Disclosed is a chromium-free black rust prevention treatment liquid having both of high rust preventability and satisfactory appearance, wherein, for improving rust prevention force on a galvanized or galvannealed metal surface, rust prevention films are formed by two or more layer structures, also, regarding the first layer, upon nitric acid activation as the first stage in the black rust prevention film treatment after the galvanizing or galvannealing, at first, a black rust prevention film as the first layer essentially consisting of metal ions is formed simultaneously with the activation, and next, a rust prevention film having sealability and corrosion resistance as the second layer is formed.
