SOLUTION: The surface conditioner for a coating agent includes a copolymer which is obtained by copolymerizing 10-80 pts.wt. of a fluorine-substituted alkyl (meth)acrylate monomer (A) represented by formula: CH 2 =C(R 1 )-CO-O-R 2 -R F (wherein, R 1 is hydrogen atom or methyl group; R 2 is a group represented by -(CH 2 ) n -, where n is 0 to 4; and R F is 1-12C perfluoroalkyl group) and 20-90 pts.wt. of a nitrogen-containing unsaturated monomer (B), such as N-vinyl amide monomer, N-vinyl imide monomer, N-vinyl carbamate monomer or (meth)acrylamide monomer, and has a weight-average molecular weight of 3,000-100,000.
