      SOLUTION: The shift controller is provided with continuously variable transmissions 11R and 11L capable of steplessly changing speed change outputs, actuators 33R and 33L for shifting them, a target shift state command means for commanding a target shift state, and a control means 31 for applying energy for operation in proportion to a deviation between actual shift states of the continuously variable transmissions 11R and 11L and the target shift state to operate the actuators. When the control means 31 is commanded a decelerating side target shift state, it operates the actuators 33R and 33L in a state with smaller energy for operation applied to the actuators 33R and 33L when the deviation is the same in comparison with when an accelerating side target shift command is commanded.
