SOLUTION: An oil in an oil tank 141 is fed to a pump switching valve 121 of a power steering unit 12 through a main feed flow passage 16a at normal operation of a main pump 142 and a power cylinder 123 and a power cylinder 13 perform steering assistance of a wheel by the oil from the main pump 142. When the main pump 142 becomes abnormal operation or oil pressure is reduced by damage of the main feed flow passage 16a or the like, a pressure detection switch 143 detects this and a drive control part 146 receiving the ON signal feeds a battery voltage to a sub-pump 145 to drive the sub-pump 145. Thereby, the oil in the oil tank 144 is fed to the pump switching valve 121 of the power steering unit 12 through the sub-feed flow passage 16c and the power cylinder 123 is driven to perform steering assistance of the wheel. The handle rotation taken on a transmitting shaft 27 through gears 25, 26 from a handle shaft 24 is converted to linear movement through a rack and pinion mechanism 33 and transmitted to the switching valve 10.

CONSTITUTION: Fluid pressure from a pump 11 is sent to a flow control device 15, passed from an inlet port 17 through an amplification fluid path 101 having a variable amplification orifice 99 in parallel with a main fluid path passing through a fixed flow control orifice 86, variable flow control orifices 87, 89 and a flowmeter 29 and sent to a steering cylinder through a variable flow control orifice 91 and a valve device to conduct steering. In the first operating position of the valve device, the flow passing through the flowmeter 29 is made maximum by the variable amplification orifice 99, and in the maximum position of the valve, the flow is minimized to control the flow to the steering cylinder. Since the amplification fluid path 101 is closed at the maximum displacement position of the valve, the steering wheel can be manually operated.

CONSTITUTION: A fluid pressure steering means 14 is constituted of an inflow conduit 20 for supply from a pump 18 and a reservoir 16 into the pump 18, and an outflow conduit 22 for supply from the pump 18 into the steering means 14. The direction of the flow of hydraulic fluid which returns to the pump 18 from the reservoir 16 through the conduit 20 and to the reservoir 16 from the pump 18 through the outflow conduit 22 is formed so as not to counter-flow with a check valve 26. An arrangement of the second pump 28, an inflow conduit 30 for supply from the reservoir 16 into the second pump 28, and an outflow conduit 32 for supply from the second pump 28 into the steering means 14 permits hydraulic fluid for assist to be supplied. The second pump 28 is driven by a transmission for driving the wheel of the vehicle.
