    • PROBLEM TO BE SOLVED: To provide a water-repellent paste for a gas diffusion layer and a method of manufacturing the same such that the water-repellent paste for the gas diffusion layer has sufficient coating strength and is manufactured without lowering gas diffusivity, producing any aggregate, nor taking trouble.SOLUTION: As a conductive powder dispersing process, carbon black powder as conductive powder 2 is dispersed, while maintaining a three-dimensional structure of the conductive powder, using a rotating and revolving mixer with ion-exchanged water used as a dispersion medium (step S1). Consequently, carbon slurry is obtained as a dispersion liquid 3. Then the carbon slurry 3 is cooled to 10-15°C while put in a container for the rotating and revolving mixer as a cooling process (step S2). As a mixing process, a PTFE emulsion is added as a water-repellent resin 4 to the container, and mixing is carried out using the rotating and revolving mixer again (step S3) so as to obtain the water-repellent paste 1 for the gas diffusion layer.
