Afterwards, the states transitable from the current state are extracted and their evaluation function values are respectively calculated (4). Further, the adjacent extracted state is evaluated corresponding to the sum between the total sum of values of elements of state change cost function value vectors corresponding to the elements having difference between that state and the current state and the evaluation function value of the adjacent state and the state having the smallest evaluation function value is selected as the best adjacent state (the next concerned state) (6). Thus, the adjacent state is evaluated so that the transient destination of current state can be decided.
