    • PROBLEM TO BE SOLVED: To prevent deterioration of the reception relevant part or the failure in a reception side transmission device reliably without using an attenuator.SOLUTION: In the output value control method controlling the output value of the output information transmitted from each transmission device 1, a transmission device 1A transmits the output information in a state having the smallest output value to a transmission device 1B, and notifies the smallest output value as its own output value to the transmission device 1B. When the output information does not arrive at the transmission device 1B, the transmission device 1A increases its own output value by a predetermined value from the previous output value, and repeats transmission of the output information and notification of its own output value during transmission. Upon receiving the output information, the transmission device 1B calculates the output value of the transmission device 1A on the basis of the output value thus notified, and notifies the output value of the transmission device 1A thus calculated as an output proper value to the transmission device 1A. The transmission device 1A performs transmission and reception with the transmission device 1B on the basis of the output proper value thus notified.

Thus, a relay line for general talking and the fault transfer circuit are used in common without provision of a special means for fault transfer to the relay station 16.
