When the moving table 9 stops at a specific position, a hydraulic cylinder 42 operates to extend a piston rod 40 downward, and a knock pin 41 is inserted into a positioning hole 43 to fix the moving table 9 to a base and also fix the distance between the idler roller device 3 and a speedometer roller device 31.
