摘要： PURPOSE:To obtain a non-integer type quantizer with a simple circuit by using plural quantizers corresponding to integer bits and using these quantizers with switching in a fixed order to obtain an equivalently non-integer type quantizer. CONSTITUTION:The difference between an input signal and an estimation coder P is converted at first into 16 levels by a selection circuit SEL and a quantizer Q1 of 16 levels (equivalent to 4 bits) and used as an output. This output is also added to the output of the coder P and supplied to the coder P. Then the circuit SEL selects a quantizer Q2 of 8 levels (equivalent to 3 bits), and a video signal having a coded input is converted into 8 levels by the quantizer Q2. Both quantizers Q1 and Q2 are used successively by the circuit SEL. Then the input signal is converted alternately into signals of 4 and 3 bits and then converted effectively into a signal of 3.5 bits.

摘要： PURPOSE:To attain high speed operation with comparatively simple constitution by comparing head bit location information and read bit location information when a special code is detected to start decoding of a variable length code next to the special code according to the detection of the special code. CONSTITUTION:The head bit location information as the detection of the special code and the read bit location information set to a flip-flop circuit 7a are compared at a comparator circuit 12, and when the result of comparison is coincident or the head bit location information is smaller and the special code is detected, a selector 11 is controlled by an output of an AND circuit 17 and the head bit location information is set to the flip-flop circuit 7a. When the special code is detected and the head bit location information is equal to or smaller than the next read bit location information, the next read clock signal RCK is outputted, the read of the next 8-bit is performed from a buffer memory 2 and the decoding of the next variable length code is started, then the speed of the decoding processing is increased.

CONSTITUTION:An encoding mode switching means 21 is automatically switched to the predetermined most suitable combination of three parameters; time resolution, amplitude resolution and space resolution, being connected with the switching operation of a picture output from the cameras 1A, 1B. When the camera is switched to the camera 1B for the picture and the writing to photograph the graph or the writing, the encode mode switching means 21 switches automatically the encode mode of an encode circuit 20 to the encode mode of the high space resolution and the high amplitude resolution, and the output signal of the camera 1B for the picture and writing, is encoded by the said encoding mode with high space resolution and the high amplitude resolution, further, is outputted as the code of a constant bit rate. Thus, the reproduced picture of the outputted encode output of the still picture of the graph and the drawing comes to be a clear and fine picture.

At the receiving side, the transmit ting signal of the transmission path 6 is received, the image is reproduced, the selected character of the memory 4 is superimposed and displayed to the image of the camera 1A before change-over. Namely, since information which camera is used at the transmitting side presently and how the condition is superimposed and displayed to the reproducing screen at the receiving side, the psychological security sense of a receiving side conference attendant can be obtained and the television conference can be smoothly executed.

CONSTITUTION:The inter-frame correlation is very small at scene change and a discrimination section 7 discriminates whether or not a scene change takes place depending which is larger between the correlation of the input signal (a) and the inter-frame forecast value (f) and the correlation of the input signal (a) and a prescribed level of reference value (g) is larger. Further, in the scene change, the difference with the prescribed level of reference value (g) is smaller than the difference between the input signal (a) and the inter-frame forecast (f). When the discrimination section 7 discriminates the scene change, the prescribed level of reference value (g) is used in place of the inter-frame forecast (f) from the framememory 6 to control the selector 8 by obtaining the difference with the input signal (a).
