    • According to one embodiment, an electronic apparatus has an established wireless connection with a first apparatus. The electronic apparatus includes a capacitor (26, 28) charged by a commercial power source, a first transmitter (412) configured to transmit information related to a power failure to the first apparatus when detecting the power failure, and a second transmitter (422) configured to establish a wireless connection with a wirelessly-unconnected second apparatus when detecting the power failure and to transmit the information related to the power failure to the second apparatus. The first and second transmitters are configured to be driven by a charge of the capacitor during the power failure.

    • There are provided: a demand forecasting section (101) that calculates a demand forecast value of the power system as a whole; a supply planning section (102) that calculates a planned supply value of the power system as a whole; a difference extraction section (104) that finds the difference between said demand forecast value and planned supply value; an economic load allocation section (106) of a distribution system that allocates the difference obtained by the difference extraction section with respect to control subjects provided in the distribution system, in accordance with a cost optimization technique; and a control section that outputs control amounts based on the allocated amounts obtained by the economic load allocation section of said distribution system to the control subjects. The power system may be provided with a plurality of distribution systems and there may also be provided a difference allocated amount calculation section that allocates the difference obtained by the difference extraction section (104) in accordance with the difference adjustment capability of the respective distribution systems.

    • A method of accounting for electrical power contribution and consumption is presented. The method comprises receiving information, from a plurality of facilities, wherein the plurality of facilities is operable to generate and/or consume electricity, and wherein the data comprises information concerning electricity contributions to a power grid, and/or consumptions from the grid by the plurality of facilities. The method further comprises applying a robust system of cryptographic processes to said information concerning electricity contributions, and attest to the authenticity of the information, as well as to the correct attribution of the facility claimed. Finally, the method comprises tracking and accounting electricity contributions and/or consumptions from each of the plurality of facilities using decrypted and verified information in a manner that allows contributions to be independently verified through audits. The method can also comprise compensating each of the facilities based on the respective electricity contribution and/or consumption of each facility.
