One aspect of the present invention relates to a base station, comprising: a connection request processing unit configured to, upon receiving a connection request from user equipment, perform a connection operation on the user equipment; and a core network connection unit configured to, upon receiving a reroute message to indicate a reroute from a first management apparatus to a second management apparatus, transmit NAS (Non Access Stratum) information in the reroute message to the second management apparatus without establishing an S1 connection for the first management apparatus and the user equipment.

    • A communication system, method, and apparatus are provided that eliminate the need for purchasing a new terminal or for modifying an existing terminal when a new service is introduced. For each of a plurality of mobile terminals, a server apparatus (110), connected to the plurality of mobile terminals (170_1, 170_N) via a packet forwarding apparatus (for example, xGSN (190)) on a mobile network (150), receives instruction information from the mobile terminal via the packet forwarding apparatus; acquires content based on the instruction information; decodes image data of the acquired content; captures a part or whole of a decoded screen with a predetermined resolution; compression encodes the captured image data using a predetermined encoding scheme; determines whether an audio signal, included in the content, is compression encoded using the predetermined encoding scheme, once decodes the audio signal if the encoding scheme is not the predetermined encoding scheme and compression encodes the decoded audio signal using the predetermined encoding scheme, and skips the decoding processing and the re-compression encoding processing of the audio signal if the encoding scheme is the predetermined encoding scheme; and stores the image and the audio signal, both of which are compression encoded, in a packet and sends the packet to the packet forwarding apparatus. The mobile terminal receives the packet via the packet forwarding apparatus on the mobile network; decodes and displays the compression encoded image data stored in the packet; and decodes and reproduces the compression encoded audio signal.
