    • A porous ion exchanger according to the present invention includes: a first porous ion-exchange composite (2) which is obtained either by forming a first mixture, in which water-dispersed or solvent-dispersed first binder particles (5) and first ion-exchange resin particles (4) are mixed in paste form, into a sheet shape, and drying the first mixture, or by forming a second mixture, in which the first binder particles (5) and the first ion-exchange resin (4) are mixed, into a sheet shape, and sintering the second mixture; and a second porous ion-exchange composite (3) which is obtained either by forming a third mixture, in which water-dispersed or solvent-dispersed second binder particles (45) and second ion-exchange resin particles (6) are mixed in paste form, into a sheet shape, and drying the third mixture, or by forming a fourth mixture, in which the second binder particles (45) and the second ion-exchange resin (6) are mixed, into a sheet shape, and sintering the fourth mixture. The porous ion exchanger is obtained by joining the first porous ion-exchange composite (2) and the second porous ion-exchange composite (3) together.
