The method includes: receiving first PUCCH configuration information and second PUCCH configuration information from a network device, where the first PUCCH configuration information and second PUCCH configuration information respectively correspond to a first service and a second service, and respectively indicate a granularity of a first time unit and a granularity of a second time unit, and the granularity of the first time unit is different from the granularity of the second time unit; determining first HARQ information and second HARQ information, where a priority of the first HARQ information is the same as a priority of the second HARQ information; and if the first time unit overlaps the second time unit, sending one of the first HARQ information and the second HARQ information to the network device, and discarding the other one; or concatenating the first HARQ information and the second HARQ information, and sending HARQ information that is obtained through concatenation and that includes the first HARQ information and the second HARQ information, where the first service is one of unicast and multicast, and the second service is the other one of unicast and multicast. In this way, reliability of feedback of the HARQ information can be improved.
