Since the IPv6 extension header is more extensible, the problem that a VXLAN header carrying the EPG information is less extensible is resolved, and new functions can be obtained through further extension. In addition, because a packet encapsulation format is simpler, and a header occupies fewer bytes, overheads caused by packet transmission are reduced.

The method includes: A network device receives a first packet; and if a packet feature of the first packet matches a packet feature of the traffic flow, the network device encapsulates an indication identifier of the traffic flow into the first packet to obtain a second packet, and sends the second packet. The second packet is an IPv6 packet or an MPLS packet. The indication identifier of the traffic flow is used to indicate the service provided for the traffic flow. The indication identifier of the traffic flow is encapsulated into the first packet to obtain the second packet. Even if cross-domain transmission needs to be implemented for the second packet, format conversion does not need to be performed on the encapsulated indication identifier, and redundant encapsulation of indication identifiers in a plurality of formats does not need to be performed. The network device in each domain may identify the indication identifier and perform an operation of a corresponding service, to provide the corresponding service.
