    • Embodiments of this application provide a communication method and an apparatus, applied to a communication system including a base station and a terminal. The base station sends a system message. The system message includes at least configuration information of a cell used for access. An available frequency band of the base station include a first frequency band and an extended frequency band. The extended frequency band is a frequency band not included in the first frequency band. The terminal determines that the cell used for access is a first type cell that has an assigned frequency band which is within a range of the first frequency band. The terminal performs access on the cell used for access. Because the terminal determines, before performing access, that the frequency band assigned to the cell that is used for access and that is designated by the base station is within a range of the first frequency band available to the terminal, a cased that a frequency band assigned to the terminal by the base station exceeds a frequency band supported by the terminal can be avoided, thereby reducing a possibility that the terminal cannot communicate normally or even is damaged.

    • Embodiments of this application provide a method and an apparatus for determining a minimum slot offset value, which relate to the terminal field, so as to flexibly and intelligently determine a minimum slot offset value, determine, based on the minimum slot offset value, whether to perform same-slot scheduling or cross-slot scheduling, and obtain a balance between saving power consumption and reducing a delay. The method is as follows: The terminal device determines whether a preset condition is met (1101). The preset condition includes at least one of the following cases: a preset application is opened, a related parameter of the terminal device changes, data packet sparsity changes, or a network environment parameter changes. The terminal device determines a minimum slot offset value in response to the preset condition being met (1102). If the minimum slot offset value determined by the terminal device is different from a minimum slot offset value indicated by a cell on which the terminal device currently camps, the terminal device sends auxiliary information, where the auxiliary information includes the minimum slot offset value determined by the terminal device (1103), and the minimum slot offset value is used for cross-slot scheduling.
