    • An adaptive frame prediction method includes: using at least one block partition method to partition an MB that needs to perform intra-frame prediction; using at least one prediction mode to predict each sub-block in each block partition result and obtaining a sub-block residual of a current sub-block; selecting multiple transformation methods according to the sub-block type to transform each sub-block residual and obtain the code-rate distortion ratio of the current sub-block; performing frame prediction for the MB according to the block partition method, the prediction mode, and the transformation method corresponding to the code-rate distortion ratio of a minimum value among all code-rate distortion ratios. An adaptive prediction apparatus disclosed herein includes: a block partition module, a predicting module, a transforming module, a selecting module, and a frame predicting module. The method and the apparatus herein perform the intra-frame or inter-frame coding flexibly, get more adaptive to the local texture statistic features of the MBs, and improve the coding efficiency.

    • A video layered coding method, a coding and decoding device in an interlaced mode are provided, which can improve the inter-layer predictive coding and decoding efficiency in the interlaced mode, and further improve the video compression efficiency. In an i->p mode, an interlaced frame in a base layer is divided into fields, and a frame in an enhanced layer is predicted with a corresponding field in time according to the corresponding relationship on the time axis; in a p->i mode, two successive frames in the base layer corresponding to two fields in the enhanced layer on the time axis are interlaced to form one frame, and then the interlaced frame in the enhanced layer is predicted. An optional frame prediction method, that is, an interlaced frame is not selected to be divided into fields, but is directly used to predict the corresponding frame in the enhanced layer, is also provided for video streams with different characteristics. In the case that the inter-layer frame rate is consistent, the corresponding relationship in time is used to perform the prediction, but in the case that the inter-layer frame rate is inconsistent, adjacent frames or fields on the time axis are used to perform the inter-layer predictive coding and decoding.
