    • An in-cell touch panel and a display device. In the in-cell touch panel, an insulation layer (03) is provided with at least one first via (04) that penetrates through the insulation layer (03) in each area in which each self-capacitance electrode (01) and a wire (02) are overlapped. Each self-capacitance electrode (01) is electrically connected to a corresponding wire (02) through a corresponding first via (04). A position corresponding to the first via (04) is provided with a second via (05) in an area in which each self-capacitance electrode (01) and another wire (02) except the corresponding wire (02) are overlapped. The second via (05) penetrates through each self-capacitance electrode (01), and an orthographic projection of the second via (05) on a lower substrate (200) covers an orthographic projection of the first via (04) on the lower substrate (200). The in-cell touch panel can resolve the problem of uneven display images caused by uneven distribution of the vias in the insulation layer (03).
