The test control unit 7, when the information of the specimen W satisfies a first condition, stops the operation of the specimen W and charges the specimen W by the power supply device 3, and when the information of the specimen W satisfies a second condition, stops the charging of the specimen W by the power supply device 3, and restarts the operation of the specimen W.
