Therefore, the nonrotating billboard of a rotation body according to the present invention is attached to a surface of a rotation body such as a vehicle wheel or a fan for thereby implementing a clear nonrotating billboard such as a pattern, advertisement or an emblem of a fabrication company irrespective of a rotation of the rotation body.
