    • PROBLEM TO BE SOLVED: To save consumption of fuel by carrying out control in such a way that feed toward a stator motor is stopped when a crank shaft exceeds a prescribed rotating speed or more, feed toward a motor is carried out in a condition in which a throttle opening is not fully closed, and also ignition is stopped when speed is 0 and a throttle opening is fully closed. SOLUTION: When a motorcycle is stopped after traveling, an acceleration grip 61 is operated, a throttle opening is fully closed, speed is set to 0, and thereby, ignition is stopped by an ignition stopping means 70, and then, an internal combustion engine is stopped. In the case of start, when the grip 61 is operated and the throttle opening is opened, a stator magnet switch 63 is conducted, a starting and power generating device 250 is driven as a stator motor, starting is carried out, a signal is outputted to a NOR circuit 71 of an ignition stopping means 70, a transistor 73 is conducted, an ignition plug 206 is ignited, and then the internal combustion engine is started. When rotating speed of a crank shaft 201 exceeds a prescribed rotating speed, feed toward the power generator 250 is stopped.
