    • PROBLEM TO BE SOLVED: To improve developability and printing durability by applying and drying an overcoat layer so that an image record layer and the overcoat layer do not mix with each other. SOLUTION: In the method for manufacturing a lithographic printing plate by applying the application liquid for the overcoat layer on the image record layer and drying the same, the manufacturing apparatus includes: an application liquid-cooling means 22 cooling so that the temperature T1 of the application liquid for the overcoat layer satisfies the temperature range T L +10°C≤T1≤T L +20°C wherein T L is the temperature of the component, among the composition components constituting the application liquid of the image record layer, having the lowest melting point or glass transition temperature; a support-cooling means 24 cooling the application liquid of the overcoat layer so as to satisfy the temperature range; and an initial drying means 26 initially drying the overcoat layer by blowing low temperature cold wind having a dew point of ≤5°C at a wind velocity of 8 to 15 m/sec parallel to the surface of the overcoat layer.
