    • A telecommunications system and method is disclosed for utilizing an Internet telephony system to perform a handover of a call between different types of systems. When a serving mobile switching center (MSC) determines that there is not another MSC belonging to the same type of wireless system to which a handover can be performed, the serving MSC sends a message to an Internet Gatekeeper via an Internet Gateway for the serving MSC, inquiring whether there are any other types of wireless systems nearby. The Internet Gatekeeper maintains a database of all existing wireless systems within the area served by the Internet Gatekeeper. The Internet Gatekeeper chooses a target MSC of another wireless system (if possible), and transmits the identity of this target MSC back to the currently serving MSC. Thereafter, the currently serving MSC performs the handover to the target MSC by routing signaling messages through the Internet Gateway and the Internet Gatekeeper to the target MSC.

    • A telecommunications system and method is disclosed for defining location-based group services, which can be implemented within a Group Call Services (GCS) node associated with a cellular network. When a group call is initiated, the GCS can send a positioning request to a Mobile Location Center (MLC) to locate the group members within a specified area. The particular location can be defined by the group number or the location can be prompted by the GCS. For each group member, the position of a mobile terminal associated with that group member is determined and the call is set up only to those members which the meet the specified area criteria. If none can be located within the specified area, the area can be expanded at the callers request.

    • A base station in a wireless communication network saves connection information that enables it to recognize currently authenticated mobile stations. The base station carries out localized connection management processing for authenticated mobile stations, at least for certain types of packet data connection events. By carrying out localized processing, the base station skips the connection management signaling between it and a supporting mobile switching center that would otherwise be required for processing such events. Thus, in a cdma2000 base station embodying such localized processing, the MSC's involvement in packet data connection state transitions, short data burst deliveries, etc., can be eliminated or at least greatly reduced, thereby minimizing the MSC's role in supporting packet data services. In conjunction with localized processing, the base station still may require MSC-based re-authentication by individual mobile stations according to some timed schedule, or according to some form of packet data activity monitoring.

    • A Base Station Controller (BSC) in a wireless communication network stores paging location information for a mobile station, and uses that information to determine whether paging the mobile station for mobile-terminated packet data delivery requires mobile switching center (MSC) involvement. For example, the BSC may send a service request message to the MSC to initiate paging of the mobile station by the MSC if the paging location information identifies a service area that is not exclusive to the BSC, and autonomously page the mobile station if the identified service area is exclusive to the BSC. Also, the BSC may autonomously page the mobile station along with sending a service request to the MSC, on the chance that the mobile station actually is within a service area controlled by the BSC. The BSC also may send a service request to the MSC if autonomous paging fails.

    • The invention relates to a method for maintaining a Point-to-Point Protocol (PPP) connection between a Mobile Terminal (MT) and a Packet Data Serving Node (PDSN). Responsive to a detection at the PDSN that the PPP connection between the PDSN and the MT is inactive, the method sends a first Link Control Protocol (LCP) Echo Request, which including a Short Data Burst (SDB) parameter, wherein the SDB parameter indicates that the message is sent using SDB, from the PDSN to a Base Station Controller/Packet Control Function (BSC/PCF) for locating the MT. The method further determines on the reception of SDB parameter, not to setup a traffic channel (TCH) between the MT and a serving BS. Next, the method sends from the BSC/PCF to the BS a second LCP Echo Request, which includes a NO Traffic Channel (No TCH) parameter instructing not to setup a traffic channel for the MT.
